PTA Receives CCP Request to Ban Popular Shopping App Temu in Pakistan

The Competition Commission of Pakistan (CCP) has passed on a request to the Pakistan Telecommunication Authority (PTA) about banning the online shopping app Temu. The request came from two big business groups — the Pakistan Retail Business Council (PRBC) and the Chain Store Association of Pakistan (CAP).

Concerns of shopkeepers

Both PRBC and CAP said that Temu and another shopping app, Shein, are working in Pakistan without proper approval. They believe this is unfair for local shopkeepers and businesses, because these apps sell products at very low prices. According to them, if these apps continue to run without rules, many small and big shops in Pakistan could lose customers. PRBC especially asked the government to put limits on Temu’s activities in the country.

CCP’s reply

The CCP issued a letter on August 22, 2025, to explain the matter. It said that the CCP does not have the power to ban or block apps under the Competition Act, 2010. Its role is only to check competition issues between businesses. For banning or restricting mobile apps, only the PTA has the authority.

The CCP wrote that the case is being sent to PTA so it can decide if action is needed.

What happens next?

Now it is up to PTA to make the final decision. PTA may choose to ban Temu, place restrictions, or let it continue as it is. In the past, PTA has already taken similar actions against apps and websites when required.

This case shows the growing tension between local businesses and international online platforms. While apps like Temu give buyers cheaper products and more variety, shopkeepers fear losing sales and jobs.   1. Instead of banning these apps, the retailers n chai stores should improve their quality and prices… Indeed there is hell difference between the quality provided by temu and daraz. Temu products are too good and have standards and moreover, their response to the customer is awesome , quick n customer friendly, while local websites Tu zaleel kr k Rakh dyty hein. Dikhaty Kuch hein aur sell Kuch aur krty hein.

  2. I think CCP has to ensure healthy competition among businesses but it is there to ban the app providing people quality products at competitive price.

  4. Idiotic actions like this are the reason why people want to leave Pakistan (among other reasons). Rather than forcing and trapping your citizens, work on your own self and improve your services and products so that people choose you out of their OWN WILL rather than being forced to which in turn would increase their dissatisfaction with this country and convince them further that leaving this prison is the right choice.

Instead of supporting businesses like Temu that enter Pakistan and provide us with better products at better prices—which is actually the government’s responsibility—you want to ban them just so a few local businessmen can keep overcharging customers. This is exactly why Pakistan’s market remains uncompetitive and unattractive for global players. Moves like this are nothing but pressure tactics to push companies like Shein and Temu into paying off certain interests. It’s a shame on the system. Rather than shutting down businesses that are benefiting ordinary Pakistanis, the focus should be on regulating local pricing and protecting consumers. Unfortunately, this looks like yet another decision made for personal gain instead of public good.

  7. Things that Temu and SheIn sell, Daraz cannot be compared with them.
    Fron Daraz what you order is either of very low quality or they send just the opposite. I highly recommend Temu and SheIn over Daraz
