New Guidelines 2025 – Rules Issued for Installing Multiple Electricity Meters in Homes
The Power Planning and Monitoring Company (PPMC) has introduced fresh guidelines regarding the installation of more than one electricity meter in residential properties. This move comes after concerns were raised about consumers misusing multiple meters under the protected category, which provides subsidized rates for low-consumption households.
Registration of Consumers
Field officers across distribution companies, including LESCO and other regional DISCOs, have been directed to verify details of electricity meters linked to each household. As part of the new process, the Computerized National Identity Card (CNIC) number of every consumer will be recorded, along with the exact number of meters installed under that CNIC.
This step is expected to help the authorities maintain a centralized database, ensuring that each household’s meter usage is properly documented.
Compilation of Records
PPMC has instructed all distribution companies to submit updated records of multiple meter installations. Once compiled, this data will allow authorities to identify cases where more than one meter has been obtained under the protected category, often used to take unfair advantage of lower electricity tariffs.
The new system will also make it easier to track whether meters are being used within the guidelines set by NEPRA (National Electric Power Regulatory Authority).
Action Against Misuse
According to the official notification, strict action will be taken against households found misusing subsidized electricity through multiple meters. If more than one meter is registered under the same CNIC, which does not comply with the law for the Second meter and falls under the protected slab category, the consumer may face penalties or disqualification from the subsidy scheme.
The government has clarified that these measures are not intended to burden genuine consumers but to curb misuse and ensure fair distribution of subsidies.
What was the Law for Second Meter?
The Power Division has clarified that homeowners are still allowed to apply for a second electricity meter under existing regulations. As per the NEPRA Consumer Services Manual 2021, a residential property qualifies for an additional meter if it includes a distinct portion with its own entrance, separate wiring circuit, and an independent kitchen. This condition ensures that each unit functions as a self-contained household.
Why This Matters
The protected category is meant to support low-income households by offering reduced rates on limited consumption. However, in recent years, many consumers have allegedly installed more than one meter to continue enjoying subsidized units beyond their actual entitlement.
By linking meters directly to CNICs, the authorities aim to prevent this exploitation, ensuring that subsidies reach only the households they are intended for.
Conclusion
The introduction of strict tracking and registration for more than one meter is a huge step closer to improving transparency in Pakistan’s power distribution system. With the right file-maintaining and enforcement, authorities hope to reduce misuse, strengthen the subsidy framework, and promote fairness within the strength region.
It is good step but physically on ground, a grand survey be launched so that it may be cleared that some ones have registered two r three meters but those r for other buildings r many families r living in the same house. WAPDA authorities is requested to plz make sure of this reality.

What is solution to those 2 or 3 metres installed on different houses under the registration of one CNIC? We are 3 bros living in one house but with separate kitchen & water pumps & everything separately but all 3 meters are registered on my father’s name & CNIC. So what’s the plan for these? Should everyone come with new registrations with his new CNIC?

Solution to this is only that Electricity per Unit rate must be one rate and call off that slab rate ( 200 Units, 300 Units, and so on different rates are applied) .
In Other Countries, Government apply subsidized rate to high consumers but unfortunately our Government works otherwise.

If a portion is rented out than what will happen due to one meter. Its pity for poor planning and vision.
Authorities should note and considered that one CNIC is recorded on more than one electricity meter but premises is under rental condition. They should verify honestly that family which is staying in the premises are rentler and there is no rule to record meter on rentler. Please don’t put burden on house owner.
This will open ways for more corruption and will open another door for bribery.

If families living separately either on rent or close relatives or friends in one building on different story having one owner should be allowed more than one meters.
The Govt. should ensure one tariff like for example Rs 30 per kWh irrespective one or multiple meters. Cancel all all free electricity users like judges, high officials and electricity tariff slabs. This will ensure more revenue and will remove corruption corruption and illegal use of double meters.
As per Condition Metre is Installed on house Owner Name and house owner is Father .or. Grand Father . Now Two families living in same building by using One Gate because house is small. Two Metre are on Owners name. Metre install when old slabs are applicable , more then Five to Ten years past . What will happen. Therefore time is given to people for transfer of Metre to on the name of Son and Grand Son if Owner has not alive and period of installation of 2nd Metre is also consider and grace of 5 years may be past.
Kitchen is also separate at that time only.
Before any action taken see families are separate as per CNIC and then allowed them for one Metre Transfer to Other Brother, Son .or. Grand Son.

If one premises is rented out to three tanents, naturally three independent meters would be required. Even, if a house is double storey, it’s very common to get two meter installed as may be two units of one family are living bearing their expenditures independently. This step of lesco is unwarranted. If people paying their bills as per actual reading honestly they should be bothered. Strict action be taken against those who are steeling the electricity both lesco employees and consumers.
If there are different floors and different families are residing, than multiple meters for independent floors must be allowed

As in many other cases, it would burden those who honestly paying their electricity bills. One of the distribution companies , in an official meeting, at that time i was working in one of the federal govt department reported that some areas theft more than 20 percent. What has been done to stop theft. Intentionally i am not naming the area.
You are right.Theft is a big problem.
Many areas, politicians ask not to pay a single rupee, to get votes.
I have listened such areas use direct electricity.No government official can ask why this area is involved in huge theft .
On the other hand Wapda people increase tariffs/taxes to compensate line losses.They use other means to get more money also.
There must be transparency and employees carrying on surveys and visiting properties must be warned not to tease any person for furnishing even factual report. There is every chance that by treats that a house having two or more meters having separate entrance kitchen and wiring will be shown as a single unit and then extorting money for it. There must be a penal action that upon furnishing false report departmental action will be taken.
Mostly low earnings people try to install more than one meter because electricity rates are not justified according to the consumption. Government should apply equal rates to all consumers to avoid installing more than one meter, and each electricity bill should be exempted from extra taxes.

So I would like to suggest that if govt is determined to allow only one mtr in a house disregarding how many storeys does that house have, then the tariff of per KW be reduced as well as the slab system abolished. In other countries more are the units consumed less is the price of per unit charged. But in our system the Ganges flows in reverse order. Bhai Ja, think about plight of the subjects, majority (roughly estimated more than 70%) of people live below the poverty line. Hence, following is recommended:
1. Stealing of electricity by using Konda be stopped. In this regard, the lineman of that area is to be taken to task and stern disciplinary action be taken against him alongwith recovery of losses. Because thefts of electricity are mostly happened in connivance with the area lineman.
2. Free issue of units be stopped immediately disregarding consumers’ affiliation with any department even WAPDA itself. This country, which takes loans even to pay off interest of loan already taken, can not afford such spenthrifts. Mostly the beneficiaries are high ups enjoying monthly salaries to the tune of lacs i.e 10 lacs 20 lacs and even over 30 lacs. If a labourer or a clerk pays his bill out of monthly 30 thousand salary, why can’t that member of Parliament or govt official that gets hefty monthly salary besides enjoying other perks & privileges etc.
3. For making of rules it is recommended that a committee is constituted comprising of all stakeholders i.e from WAPDA and consumers of electricity as well.
4. The last but not the least, if practicable rules are not made, it is with mentioning that consumers would shift to SOLARS’ energy without applying for Netmetering, as they are already fed up from present rule where what they consume are charged more than Rs.45/- per unit imported and in return what they export to grid is purchased Rs.10 per units, is it justified?

Hello! You did not write anything about the free use of millions of electricity units by WAPDA and DISCOS employees as well their relatives and others. Their bills are being paid by the ordinary poor people like me. They are causing losses of billions of rupees to the government. Please write something about this aspect if you are not paid by the government.
Treat all human beings as same as declared by our religion whether judges, electricity depth worker, ministers, government Elite worker, all those who are availing free units, including the street lights and some govt. Department and their residential area. Why the general public bear the buden for their luxurious life style.when these elites getting salaries 1000% more income than the common person. In all over the world.. more you consume electrical units more cheaper will their price. It is only pakistan in which we have to paid our government’s corruption charges, in the form of IMF imposed tarrifs. Thereby WAPDA should focused in production of cheaper electricity by endorsing of construction new dams.
Multiple meters in same premises is very common. It would require a grand operation with grand mobilisation to eradicate this menace mushroomed by DISCO’S staff for petty gratification. Good step in right direction as subsidy for poor is mainly consumed by middle & upper middle class seamlessly.
It is requested to whom it may concern that the unit rate should be equal upto 350 in summer and 250 in winter. The slab rate is a huge burden to the poor people. It should be start above 350 units/meter. Head of the family bears rent, electricity, gas,water, children school dues,medical and earns only 50-60 thousand/month.
He does not able to fulfill such expenses. Majority of the people live hand to mouth. There is no job no business even then they pay full tax and remain empty pockets. These types of practices indulge our country to poverty.

What is logic behind the rate for 200 unit are different with 201 unit consumption.
We have learned that as the number of units produced fixed cost per unit reduced that is economy of scale but here is opposite.
I have a double story house me and my son’s family are living separately in same house . Me and my wife are living at ground floor and my daughter in law living at upper story with her kids. My son is working in Middle East. We have decided that electricity meters shoud be separated, due to high consumption of electricity on one meter. Due to overload on a single meter it burnt out 2 times. That’s 2nd reason to apply for 2nd meter. My question is should we eligible from the government policy or not.please reply.

It is a very wrong decision. If relief is not to be given to the poor, such policies are brought that are hostile to the people. The people are suffering because of these policies. Stop free electricity to WAPDA and judges, no one is seeing it.

If someone consumed more than 200 then bear for 6 month is it fair? R the rate for unit fair? Those who afford have shifted to solar. Only a few did not afford, having more than 1 meter jist bcoz do not bear high rates. And they planning to ab kya hi keh sakta hai banda.
