No instant FIR: If an officer stops someone who cannot show a driving license, they should not register a First Information Report (FIR) right away. The first response should be a traffic ticket for failing to present the license.
Criminal case only for unsafe driving: An FIR can be filed when there is negligent or reckless driving. In other words, not having a license by itself should not trigger a criminal case.
Serious accidents mean tougher laws: If a crash happens and carelessness is proven, stricter sections of the law can apply. In extreme situations, even Section 302 could be used.

The Chief Traffic Officer told the court that new driving licenses now include stronger security features to reduce tampering and fraud. He also confirmed that police are not opening FIRs only because a person is missing a license at the time of the stop.
Digital checks are getting easier. Officers can use the NADRA mobile app to confirm identity cards and other records on the spot. Work is underway to connect driving license data with NADRA so an officer can verify a license in real time.
